Medina, as he delivered his end-of-term State of the Region Address (SORA) at the Justo O. Orros Conference Hall, NEDA Regional Office 1, San Fernando City, La Union on June 29, 2022. Medina served the Regional Development Council 1 (RDC-1) as Chairperson for two consecutive terms from March 2017 to June 2022.

Medina emphasized that with the region’s increasing gross regional domestic product, and decreasing poverty incidence, the region was on track in achieving its targets laid down in the Ilocos Regional Development Plan (RDP) 2017-2022, until the COVID-19 pandemic hit the region and the whole world.    Nevertheless, he said that with the positive economic growth in 2021, the region is now recovering and becoming vibrant again.  He encouraged everyone to continue working together in achieving greater heights for the region amidst the evolving needs of the community.  He also thanked all the men and women in the region who stood by his side as he performed his functions as the RDC-1 Chairperson.

The delivery of the SORA was the highlight of the CY 2021 State of the Region’s Development Conference (SORDC) which was followed by a press conference. Part of the SORDC was the RDC-1 Awards and Recognition program.  The RDC-1 recognized the government entities which supported the objectives of the Regional Project Monitoring and Evaluation System (RPEMS) and the Regional Development Plan (RDP) 2017-2022 through the Search for Most Outstanding Project Monitors CY 2021. The CY 2021 awardees are as follows:  Category A (with 1-10 enrolled projects) – Department of Science and Technology (DOST) Region 1; Category B (with 11-30 enrolled projects) – National Commission on Indigenous Peoples (NCIP) Region 1; and Category C (with 31 or more enrolled projects) – Department of Agriculture (DA) Region 1.

The Council also recognized the valuable contributions, dedication and commitment of government agency heads and private sector representatives that served as officers or members of the Council or its various Sectoral and Support Committees through the Council’s Parangal Awards.

The CY 2021 State of the Region’s Development Conference concluded with the awarding of Plaque of Recognition to Hon. Juan Carlo S. Medina for his distinguished contributions in the development of the region as the Regional Development Council 1 Chairperson.  The SORDC was attended by RDC members and the media via zoom and streamed live in the RDC Ilocos Region facebook page.
