RTF-1 Chairperson Hon. Hermogenes C. Esperon, Jr. gives his closing remarks during the Joint RDC-RPOC 1 Meeting CY 2022 cum Awarding Ceremony on June 24, 2022 at Hotel Ariana, Bauang, La Union

The Joint Regional Development Council (RDC) and Regional Peace and Order Council (RPOC) lauds the accomplishments of the Regional Task Force 1 to End Local Communist Armed Conflict (RTF1-ELCAC) in the implementation of the EO 70 or the Whole-of-Nation Approach in attaining inclusive and sustainable peace during its meeting at Ariana Hotel, Bauang, La Union on June 24, 2022. The meeting was presided by RTF1-ELCAC Chairperson, Honorable Hermogenes C. Esperon, Jr. The most notable accomplishment of the RTF-ELCAC was the declaration of Region 1 with State of Stable Internal Peace and Security status, the first region nationwide to be conferred.

In his message, Honorable Emmanuel R. Ortega III, RPOC 1 Chairperson, said that the synergized efforts of the local government units and regional line agencies maintained the peace and order in the region which is essential for its holistic development.

Furthermore, according to General Krishnamurti Mortela of the 702nd Brigade of the Philippine Army, with the declaration of Region 1 on a State of Internal Peace and Security, the peace and order efforts in the region will focus more on law enforcement.  This was supported by Police Brigadier General Westrimundo D. Obinque of the Philippine National Police Region 1 (PRO1) acknowledging their responsibilities of maintaining peace and order in the region.  PRO1 committed to  intensify the simultaneous anti-criminality law enforcement operations in the region.

Also, as part of the major accomplishments of the region, the Department of the Interior and Local Government (DILG) Region 1 reported that all the projects under the 2021 Support to Barangay Development Program (SBDP) in Baluarte, Salcedo and Nagbettedan, Sto. Domingo in the province of Ilocos Sur were already completed.  These were inaugurated on  May 24, 2022.  In an audio-visual presentation, the beneficiaries expressed their gratitude of the SBDP projects which are beneficial to them such as the construction of farm-to-market roads and  school-buildings, and provision of livelihood trainings and inputs. Meanwhile, 51 projects with a total amount of P132 million for 33 barangays in the region for 2022 BDPs.

Likewise, NEDA Regional Director Nestor G. Rillon, the RTF-ELCAC Technical Working Group Chairperson, presented the highlights of the taskforce’ transition report covering 2019-2022.  He said that as a result of the peace and development efforts of the task force, the region is performing well in achieving its target outcomes towards attaining just and lasting peace laid down in the Enhanced Ilocos Regional Development Plan (RDP) 2017-2022 Midterm Update.

The RTF1-ELCAC Chairperson thanked the members of the RTF1-ELCAC for all the efforts done in sustaining peace and development in the region.  He said that the region is successful in implementing the whole-of-nation, whole-of-government, and good governance through coordination, harmonization, and convergence of efforts towards peace and development. He further said that the efforts of the region should be carried-on. 

Director Nestor G. Rillon of NEDA Region 1 accepts plaque of appreciation for his contribution as the Technical Working Group Chairperson of the Regional Task Force 1 to End Local Communist Armed Conflict.

An awarding ceremony followed to give recognition to the hard work and contributions of the men and women who carried out the mandates of the whole-of-nation approach in ending local armed conflict. The clusters heads, TWG members, agency heads, and focal persons were awarded plaque and certificates of appreciation by the RTF1-ELCAC.
