The National Economic and Development Authority Regional Office 1 (NEDA RO1) facilitated the conduct of the Online Training on Harmonized Gender and Development Guidelines (HGDG) cum Investment Forum on 19-20 November 2020. This two-day training was participated by the representatives from the different Regional Line Agencies (RLAs), State Universities and Colleges (SUCs), and Provincial Local Government Units (PLGUs).

The online training focused on the basic GAD concepts, gender analysis and mainstreaming, orientation on HGDG, and application of HGDG tools to project development using the different checklists. It aimed to equip the participants with the skills on the use and application of the HGDG Design for Project Development, Monitoring and Evaluation in assessing the gender responsiveness of their agencies’ programs, activities and projects (PAPs,) and integrating gender perspectives in the various stages of the project development cycle.

Dr. Eleanor Rivas-Belizar, an accredited Philippine Commission on Women (PCW) GAD resource pool member, served as the resource person for the two-day training. She stressed out the importance of gender analysis in gender mainstreaming and the various tools that could be applied to analyze the gender sensitivity of a program or project.

The use of the HGDG tool was likewise emphasized especially at the project development stage to allow proponent agencies enhance their project proposals and improve the GAD attribution to the agencies’ budget of their respective PAPs.

A workshop was conducted after the presentations to apply the participants’ learning from the activity and their outputs were presented for critiquing.

The said online training was consequently conducted with the Investment Forum to apprise the participants on the Enhanced Regional Development Investment Program (RDIP) Midterm Update, 2017-2022 Preparation Guidelines, and application of the HGDG Design in the PAPs enrolled in the RDIP/Annual Investment Program (AIP).#Fatima Ross Perez
