The Regional Development Council 1 (RDC-1) approved the North Luzon Growth Corridor Strategic Plan (NLGCSP), 2020 Ilocos Regional Development Report (RDR), and 10 more resolutions that are supportive of the socio-economic growth in Region 1 during its 3rd Regular Full Council Meeting CY 2021 on August 25, 2021 via Zoom.

The NLGCSP,  endorsed by the North Luzon Alliance of the House of Representatives,  aims to attain cohesive, inclusive, sustainable, and integrated socio-economic development in Regions I, II, and CAR by 2040. It  includes various development strategies for the different sectors in the three regional economies and the proposed programs, projects and activities. . am, and Tobacco.

The RDC-1 also approved the 2020 Regional Development Report (RDR) which provides the annual assessment of the performance of Region 1 vis-à-vis the planned targets of the Enhanced Regional Development Plan (RDP) 2017-2022 Midterm Update for the year 2020. The 2020 RDR is comprised of 17 Chapters covering five  sectors,  namely: Governance, Economic Development, Social Development, Infrastructure Development, and Environment and Natural Resources.  Among the 340 indicators included in the RDP’s results matrix, , 45 percent achieved their targets or performed better than 2019 while 46 percent performed below their targets and 2019 accomplishments, and the remaining nine percent slightly achieved their targets and/or 2019 performance.

Likewise, the Council passed resolutions endorsing the following: (1) enactment of an ordinance adopting and implementing guidelines for the “Bantay African Swine Fever (ASF) sa Barangay” Program; (2) Philippine Fisheries and Coastal Resiliency Project of the Bureau of Fisheries and Aquatic Resources; (3) Cooperative Month Celebration; (4) inclusion of ready-to-use complementary foods in the food packs provided to families with 6-23 months old children during emergencies and disasters; (5) promotion of Teaching Beginning Reading by the teaching education institutions through integration and/or as an elective course; (6) 2021 Brigada Eskwela: Bayanihan Para sa Paaralan Program; (7) establishment of fulltime Local Youth Development Offices to be headed by the appointed Local Youth Development Officers; (8) utilization of the National Juvenile Justice and Welfare Management Information System (NJJWMIS); (9) establishment of Kababaihan at Kabataan sa Isang Ligtas na Pamayanan Itaguyod Kanilang Karapatan, Tungkulin ng Bawat Mamamayan (KABALIKAT) Patrol; and (10) utilization of e-Nutribun, Emergency Tent System, and Ready-to-Eat Food and Drinks in the programs of the government.

Furthermore, the Department of Trade and Industry presented the  Region 1  Investment Promotion Guide which includes the investment opportunities in the provinces of the region. The  Department of Information and Communications Technology (DICT) also briefed the RDC members on  DICT Vaccination Administration System, and provided  updates on the National Broadband Program.
