The Regional Development Council 1 (RDC-1) approved the Regional Development Plan (RDP) 2023-2028 Strategic Framework during its 4th Regular Full Council meeting on November 24, 2021 via Zoom along with 12 more resolutions to address the socio-economic concerns in the region.
The proposed RDP 2023-2028 Strategic Framework of Region 1 aims to guide the development activities of the region in the next medium-term which already considers the implementation of Executive Order No. 138, s. 2021 on the devolution of some functions of the National Government Agencies (NGAs) to the Local Government Units (LGUs) which provides the LGUs with substantial increase in Internal Revenue Allotment (IRA) shares beginning 2022.
The RDC-1 also approved the Region 1 Spatial Strategy which serves as a benchmark of the Regional Land Use Committee 1 (RLUC-1) in reviewing all land use-related plans and policies in the region, including Provincial Development and Physical Framework Plans (PDPFPs).
The Council likewise passed resolutions approving and adopting the interim review and approval process of the Provincial Physical Framework Plan (PPFP) and Provincial Development and Physical Framework Plan (PDPFP), and the theme and line up of activities for the 13th National Convention of the RDC-Private Sector Representatives, and resolutions supporting and endorsing the following: (a) establishment of a Special Economic Zone in a portion of the Salomague Cove and in the Municipalities of San Juan and Cabugao, Province of Ilocos Sur and creation of the Ilocos Sur Special Economic Zone Authority; (b) Kabayan E-Konek Gateway; (c) proposed amendments to Executive Order No. 325 on the reorganization of the RDCs; (d) compliance of all government agencies and local government units with the Government Energy Management Program (GEMP); (e) proposed amendment of Section 12 of Republic Act 8371, “Indigenous Peoples Rights Act (IPRA) of 1997”; and (f) provision of data needed for the estimation of the 2019- 2021 Gross Regional Domestic Product (GRDP) and Gross Regional Domestic Expenditure (GRDE).
Furthermore, RDC-1 ratified the resolutions endorsing the Ilocos Regional Coconut Industry Plan 2022-2026, and Provincial Science and Technology Office (PSTO) and Science for Change Program (S4CP), and confirming the Regional Committee on Devolution (ComDev) as a Special Committee of RDC-1.
The Council also approved its 2022 Work Program during the meeting which will serve as reference of its Committees in coming up with their detailed work programs.
The Full Council meeting was attended by 50 members from regional line agencies and LGUs, and PSRs.
