The Regional Development Council 1 (RDC-1) endorsed various Programs, Projects, and Activities (PPAs) relevant to the socio-economic development in Region 1 during its 1st Full Council Regular Meeting CY 2021 on February 24, 2021 via Zoom.  

The Council endorsed around 126.5 Billion Pesos FY 2022 budget proposals of line agencies, government-owned and controlled corporations, and state universities and colleges which include priority programs and projects that are consistent and supportive of the regional thrusts and priorities laid down in the updated Ilocos Regional Development Plan (RDP) 2017-2022 and updated Regional Development Investment Program (RDIP) 2017-2022.  Of the total budget proposals, 62.0 is for the infrastructure development programs and projects while 30.6 percent is for social development.

Likewise, the RDC-1 endorsed the Dumuloc Small Reservoir Irrigation Project of the National Irrigation Administration (NIA) and the Region 1 component of the Supporting Innovation in Philippine Technical Vocation Education and Training System (SIPTVETS) of the Technical Education and Skills Development Authority (TESDA).

Consistent with the strategies in the Ilocos RDP of establishing R&D and innovation hubs in the region, the RDC-1 also endorsed to the Department of Science and Technology (DOST) the establishment of the Research and Development (R&D) centers for Coastal Engineering and Management (CEM) and Advance Salt Innovation (ASIN).  The proposed R&D centers are for funding under the Niche Centers in the Regions for R&D (NICER) of the Science for Change Program of the DOST. 

On the other hand, RDC-1 supported the RDC X resolution requesting the 18th Congress to fast-track the approval of the House ill No. 6194 or the “Forest Land Limits Act,” and the RDC XI resolution recommending to the Philippine National Police (PNP) to decentralize to its regional offices the issuance of License to Exercise Security Profession (LESPs) of security guards and Licenses to Operate (LTOs) of security agencies. 

During the meeting, the Council were also apprised on the implementation of the Local Government Unit (LGU) Energy Code which was presented by Undersecretary Felix William B. Fuentebella of the Department of Energy (DOE). On the other hand, Mr. Juanito Yabes of the Philippine Statistics Authority (PSA) Region 1 presented the updates on the implementation of the Community Based Monitoring System, while PSA OIC-Regional Director Atty. Sheila O. De Guzman provided updates on the implementation of the Philippine Identification System (PhilSys) in the region.

The Sector Committees of the RDC-1 presented their CY 2020 accomplishments and CY 2021 work programs which are instrumental in carrying out the Council’s role in coordinating and setting the direction of all economic and social development efforts in the region.
