The Regional Development Council 1 (RDC-1) held a special meeting via Zoom on September 1, 2022 to select nominees for the RDC-1 Chairperson and Co-chairperson positions. The group of the Local Chief Executives (LCEs) and the Private Sector Representatives (PSRs) held their respective caucuses to select their nominees. The LCEs selected Governor Matthew Joseph M. Manotoc of Ilocos Norte as the sole nominee for public sector, while the PSRs nominated Ms. Divina C. Quemi (PSR Economic Sector), Ms. Mary Jane C. Ortega (PSR Social Sector), and Mr. Tommy T. Valdez (PSR Environment Sector) for the private sector. The nominees will be endorsed to the Office of the President through the National Economic and Development Authority (NEDA)-Central Office (CO) for consideration for appointment. Pursuant to Executive Order No. 325, S. 1996 which reorganized the RDCs, the President will appoint RDC Chairperson and Co-Chairperson from the public and private sector, provided that if the appointed Chairperson comes from the public sector, the Co-Chairperson will come from the private sector, and vice-versa.
Prior to the selection of nominees, the Council confirmed the new set of PSRs to the RDC-1 for the term 2022-2025. The participants were also given an overview of the RDC-1, the functions of the RDC Chairperson and Co-chairperson, and the mechanics for their selection.
The RDC-1 also approved during the meeting the integration of Physical and Land Use Framework in Development Planning for successor Regional Development Plans (RDPs), and the Guidelines for the RDP 2023-2028 Small Group Visioning Workshops (SVW), Online Self-Administered Visioning Exercise (SAVE), and Technical Planning Committees; and endorsed the proposed additional priority programs and projects of the Department of Public Works and Highways (DPWH) Regional Office 1 for inclusion in the Final FY 2023 Agency Budget Proposal.
