The Regional Development Council 1 (RDC-1) Private Sector Representatives (PSRs) held their 1st Quarter Meeting last March 29, 2021 via Zoom. During the meeting, Engr. Larry Cabatic, PSR for Governance and RDC-1 Co-Chairperson, presented the Department of the Interior and Local Government (DILG) Memorandum Circular No. 2021-012 dated January 28, 2021 which provides for the establishment of Civil Society Organization (CSO) Desk and institutionalization of People’s Council in the Local Government Units (LGUs). The RDC-1 PSRs support the MC as it promotes participatory governance and recognizes the role of CSOs in providing check and balance and exacting accountability.
The DILG issuance is also in response to the RDC-1 Resolution No. 96, s, 2020, “Enjoining the Local Chief Executives, DILG Local Government Operations Officers, and Allied Officials to Help in the Establishment of Local CSO Networks and Capacitate their Accredited CSOs” which was proposed by the RDC-1 PSRs. The MC states that the LGUs shall be responsible for the establishment of CSO desks which will handle CSO-related concerns in their respective areas of jurisdiction. It also emphasizes the institutionalization of the People’s Council and recognition of the existing federation of sectoral organizations in all LGUs. The DILG Field Officers shall provide technical assistance with regard to CSO-related concerns in their respective areas of assignment. The PSRs underscored the importance of a mechanism to monitor the implementation of the MC. The schedule of the succeeding quarterly meetings of the PSRs and the agenda for the 2nd Quarter Meeting were likewise approved during the meeting. Among the agreed agenda are the discussion of the following: 1) COVID-19 vaccination program and COVID-19 variants; and 2) programs which promote human rights, welfare, and spiritual development such as Kasimbayanan Program, Human Resource Development Program, and the Kabalikat Patrol Program.
In addition, the PSRs discussed the upcoming virtual RDC-PSR National Convention which will be held on April 28-29, 2021 via Zoom, with the theme “PSRs’ Role in the Regions’ Recovery and Resiliency”. It will be hosted by Region 13. Meanwhile, Ms. Romae De Asis, PSR on Governance, also the co-chairperson of the Regional Gender and Development Committee (RGADC), presented the regional activities in celebration of the Women’s Month.
