The Regional Development Council 1 (RDC 1) formally launched the Project Development Assistance Center (PDAC) on March 30, 2022 after its approval by virtue of RDC 1 Resolution No. 7, s. 2022.  This is in view of the need to strengthen medium-term planning, investment programming, project approval, budgeting, and monitoring and evaluation to balance the relationship between expenditure management and local development in view of the implementation of the Mandanas-Garcia ruling.

The reactivation of the PDAC aims to enhance the capabilities of Local Government Units (LGUs), Regional Line Agencies (RLAs) and State Universities and Colleges (SUCs) on project development and fund sourcing, prepare project proposals that meet the requirements of funding institutions, and provide a platform for continuing technical assistance to LGUs for capacity development interventions.

The PDAC is headed by the National Economic and Development Authority (NEDA)- as Manager, and Department of the Interior and Local Government (DILG) as Co-Manager. The Provincial Planning and Development Coordinator (PPDC) chosen by all Local Planning and Development Coordinators (LPDs) in the region serves as the head of the Technical Support. The Technical Secretariat is composed of all LPDCs of the provinces and representatives from the Department of Public Works and Highways (DPWH), Department of Environment and Natural Resources (DENR), Department of Trade and Industry (DTI), Department of Agriculture (DA), Department of Science and Technology (DOST), Department of Health (DOH), Department of Education (DepEd), Department of Social Welfare and Development (DSWD), and National Commission on Indigenous Peoples (NCIP).

The provision of technical assistance by the PDAC shall be on a need basis, as may be requested by the partner implementing entity. The services of PDAC shall generally be limited to provision of capacity development and technical guidance or support. The process of actual project development shall be the primarily responsibility and shall be undertaken by the partner implementing entity.

The virtual signing of the Memorandum of Agreement (MOA) on the PDAC re-activation ensued after the RDC 1 Full Council meeting and was witnessed by the RDC-1 members.
