The Regional Development Council 1 (RDC-1) approved the Action Plan for the Balik Probinsya, Bagong Pag-asa (BP2) Program during its 3rd Full Council Meeting on November 25, 2020.  The BP2 Acton Plan includes the assessment of the region’s economic, social services, and infrastructure situation in relation to the anticipated influx of individuals from the metropolis. It also contains the strategies, programs, projects, and activities geared to aid balanced regional development.

The Regional Development Council 1 approves the Balik Probinsya, Bagog Pag-Asa Action Plan for Region 1 during its 3rd Full Council Meeting on November 25, 2020.

The BP2 Program aims to ensure equitable distribution of wealth, resources and opportunities towards socially cohesive, resilient and sustainable rural communities. Likewise, it aims to reverse migration to the National Capital Region and other congested urban areas.

To operationalize the objectives of the BP2 program, the National Economic and Development Authority Regional Office 1 (NEDA RO1), as BP2 Committee secretariat, coordinated the formulation of the Action Plan along the four key results areas of the program, namely: (1) empowerment of local industries, (2) food security and agricultural productivity, (3) social welfare, health and empowerment, and (4) development of infrastructure.   The sectoral committees of RDC-1 reviewed and endorsed the sectoral components of the plan.  The action plan was approved and endorsed by the BP2 Special Committee of RDC-1, during its meeting on November 18, 2020.

The strategies outlined in the BP2 Action Plan were adopted in the Enhanced Ilocos Regional Development Plan (RDP) 2017-2022 to further strengthen the region’s capacity to recover from the effects of the Coronavirus Disease (COVID-19) pandemic and achieve the Filipinos’ vision of a matagtag, maginhawa, at panatag na buhay. .

The  programs, projects, and activities included in the BP2 Action Plan  have a total funding requirements of around P 26.5 billion  from  various national government agencies, local government units, and state universities and colleges. The RDC-1 through the BP2 Special Committee will coordinate and monitor the implementation of the action plan.
