The region, through the Search for Outstanding COVID-19 Volunteers (SOCV) – Regional Search Committee 1 (SOCV-RSC 1), spearheaded the SOCV in response to the call for nominations of the Philippine National Volunteer Service Coordinating Agency (PNVSCA). The Search is a tribute to the COVID-19 volunteers in lieu of the annual Search for Outstanding Volunteers. The SOCV-RSC 1 received 31 nominations, from which, ten nominees were selected to vie for the top three spots. The nominations were validated via online interviews vis-à-vis the documents submitted by the nominees.

Among the top three contenders, the Regional Development Council 1 (RDC 1) through RDC 1 Resolution No. 106 series of 2020, endorsed to the PNVSCA the regional nominee, Mr. JC Finale Siazon of Ilocos Norte. Mr. Siazon’s most notable contribution is the establishment of an organic garden that was able to help his community sustain their basic food needs for free. This initiative is alongside his other volunteer activities such as re-packing of relief goods, participating in donation drives and conducting “Libreng Gupit” during the pandemic.

Mr. Siazon represented the region during the virtual SOCV 2020 National Awarding Program last December 16, 2020 together with other 16 national awardees. The program highlighted the contributions of individual female and male volunteers to the COVID-19 response and promoted the experiences and good practices of these volunteers in responding to a pandemic.

Similarly, NEDA RO1 conducted an online Regional Recognition Ceremony last December 21, 2020 wherein all the eligible regional volunteers were recognized. The region’s top three, namely: Mr. Markelvin Guzman, Mr. Kaizer Joe Malacas and Mr. Siazon shared their COVID-19 volunteer experiences as well as insights in their participation during the first ever online validation.

Region 1 continues to underline initiatives that mainstream volunteerism in local development plans as the public and private sectors work hand-in-hand to raise awareness and advocate support for the Regional Development Plan anchored on the Ambisyon  Natin 2040.

Nestor G. Rillon of the National Economic and Development Authority RO1 as Chairperson.
