The Regional Geographic Information Network (RGIN) Support Committee (SuCom) of the Regional Development Council – 1 (RDC-1) conducted a 3-day Basic Geographic Information System (GIS) Refresher Course via hybrid platform last June 21-23, 2022 with NEDA Regional Office 1 as host. The training aimed to equip its members with GIS expertise necessary for the formulation of needed maps for development planning and decision-making processes. The training also aimed to capacitate the members on the different functions of the RGIN Geoportal.
The course comprised of eight workshop modules that provided fundamental background on GIS principles. It also included spatial data handling procedures such as data encoding, manipulation, storage and presentation. The course introduced the concept of the GIS-based approach to analysis, monitoring and evaluation of the environment. Moreover, it covered applications of GIS in the generation of geographic data and digital and printed maps. Workshop outputs were presented and submitted to the secretariat as the final requirement of the 3-day training. Based on the pre-test and post-test conducted, the level of knowledge of the participants on GIS significantly improved.
After the training, Ms. Myla Jucar, as the Project Team Leader (PTL) of RGIN SuCom of NEDA RO1 discussed the guidelines on GIS mapping and sharing of GIS Maps and non-spatial data as contained in the Memorandum of Understanding (MOU) among the RGIN members. She also provided the participants with an overview of the RGIN Geoportal which is a web-based open-source platform that facilitates the collation, sharing, management, publication and collaborative use of geospatial data. The Geoportal is a joint project of the NEDA and DOST.
The 3-day training was attended by 50 participants composing of 32 males and 18 females from Regional Line Agencies (RLAs), State Universities and Colleges (SUCs) and Local Government Units (LGUs). The following personnel: Engr. Mark Balbas from the Provincial Government of Ilocos Norte (PGIN), Mr. Jeffrey Hidalgo from the Provincial Government of Ilocos Sur (PGIS), and Mr. Leonard Cachero from the Department of Environment and Natural Resources (DENR RO1) served as mentors wherein they provided technical assistance to the participants in the hands-on training and workshop activities. Mr. Jomar Lucena, faculty staff of the Institute of Environmental Studies at Don Mariano Marcos Memorial State University – North La Union Campus (NLUC) in Sapilang, Bacnotan, La Union served as the Resource Speaker of the training.
