The Regional Project Monitoring Committee I (RPMC 1) conducted its 2nd quarter meeting on June 30, 2022 via Zoom. The RPMC 1 approved during the meeting the CY 2022 Regional Project Monitoring and Evaluation System (RPMES) monitoring plan. Some 42 distinct entities enrolled 356 projects with PhP14.314B funding requirement in the 2022 RPMES. The monitoring plan consist of regular and Balik Probinsya, Bagong Pag-asa Program (BP2), Regional Recovery Program (RRP), Lower Amburayan Development Corridor (LADC), End Local Communist and Armed Conflict (ELCAC) and Disaster Risk Reduction and Management (DRRM)-supportive projects. Also approved during the meeting is the CY 2022 1st Quarter RPMES Project Monitoring Report.
The highlights of the project benefit monitoring (PBM) and onsite project validations (OPV) of delayed projects conducted by the RPMC secretariat on April and June respectively, were also presented and discussed during the meeting. The Rice Production Project of the National Tobacco Administration (NTA) and the One Town Own Product (OTOP) Hub Project of the Department of Trade and Industry (DTI) were subjected to PBM. Beneficiaries of both projects were interviewed online and onsite to validate the project benefits. The RPMC also recommended steps to further strengthen the implementation of the programs. Meanwhile, some projects underwent the OPV, where the challenges encountered in completion of projects were discussed, and the recommended steps to fast-track implementation were provided by the RPMC.
Likewise, the Department of the Interior and Local Government (DILG) reported on the physical and financial status of the projects under the 2021 Support to Barangay Development Program (BDP) in Brgy. Nagbettedan, Sto. Domingo and Brgy. Baluarte, Salcedoin Ilocos Sur which were already completed as of June 2022. The members were also informed on the highlights of the orientation of LADC municipalities on monitoring and evaluation (M&E), 2nd Regional M&E Forum, and monitoring mechanism for devolved programs and projects.
The 2nd quarter meeting was presided over by the National Economic and Development Authority 1 (NEDA 1) Assistant Regional Director Irenea B. Ubungen, and was attended by the seven RPMC members and the secretariat.
